水土保持是防治水土流失,合理利用水土资源,建立良好的生态环境,发展农业生产的一项根本措施。加强水土保持技术监督,对于提高治理质量,巩固治理成果,更好地发挥治理效益具有十分重要的意义。根据我省近年来开展水土保持标准化及技术监督的实践和体会,就如何建立水土保持技术监督体系,作一初步探讨。
Soil and water conservation is a fundamental measure to prevent and control soil and water loss, make rational use of soil and water resources, establish a good ecological environment and develop agricultural production. Strengthening technical supervision of soil and water conservation is of great significance for improving the quality of governance, consolidating the achievements in governance and giving better play to governance benefits. According to the practice and experience of our province in carrying out soil and water conservation standardization and technical supervision in recent years, a preliminary discussion is made on how to establish a technical supervision system for soil and water conservation.
