为指导和推动承诺服务向纵深发展,我们从1996年10月15日起到11月底,用一个半月的时间,对全省建设系统推行社会服务承诺制情况,进行了认真检查和调研。国务院纠风办和建设部1996年5月在烟台召开现场会议之后,社会服务承诺制象雨后春笋般在全省建设系统迅速推行。目前,已遍及全省各地,拓展到建设系统各个领域和各个行业,发展速度之快、效果之好、社会影响之大,都非常令人振奋。同时,承诺制实施过程中,也遇到不少矛盾和问题,需要认真研究解决。
In order to guide and promote the development of committed services in an in-depth manner, we conducted a serious inspection and investigation over the entire province’s construction system for implementing social service commitments from October 15, 1996 to the end of November with one and a half months. Since the State Council rectification office and the Ministry of Construction held an on-site meeting in Yantai in May 1996, the system of social service commitment has mushroomed in the province. At present, it has been spreading all over the province and expanding to various fields and industries in the construction system. The development speed is rapid, the effect is good and the social impact is huge. It is very exciting. In the meantime, many contradictions and problems have also been encountered during the course of promises and implementation and needs to be seriously studied and solved.
