到2010年,拉丁美洲的能源需求将达到677百万吨石油当量,比1995年增加50%。1995~2010年,拉丁美洲地区用于铺设天然气管道和液化天然气项目的费用将达190亿美元。该地区很多国家将改进自己的政策、法律和管理制度,以吸引所需投资。目前,该地区正在实施或筹划的几个主要天然气项目是:哥伦比亚的Enron管线、秘鲁的卡米塞阿项目、从阿根廷到智利诺瓦管线、玻利维亚—巴西管线等。世界银行组织一直协助该地区许多国家建立一种竞争性的商业环境,通过担保制度对几个复杂的大型跨国项目提供贷款。
By 2010, energy demand in Latin America will reach 677 million tons of oil equivalent, an increase of 50% over 1995. From 1995 to 2010, the cost of laying natural gas pipelines and liquefied natural gas projects in Latin America will reach US$19 billion. Many countries in the region will improve their own policies, laws and management systems to attract the investment needed. At present, several major natural gas projects being implemented or planned in the area are: the Enron pipeline in Colombia, the Kamiese project in Peru, the Nova pipeline from Argentina to Chile, and the Bolivia-Brazil pipeline. The World Bank Organization has been assisting many countries in the region to establish a competitive business environment and provide loans to several complex large multinational projects through a guarantee system.
