改革开放17年,广东经济发展取得了长足的进步,但目前面临的潜在问题不少,尤为突出的要算地区间经济发展的不协调或不平衡.主要有两大类.其一,是珠江三角洲经济区内部发展的协调性较差,基础设施建设和产业转型升级等市场调节功能不足,经济活动缺乏明确规划,基本上处于无章可循的相对紊乱之中,针对这个问题,广东省委、省政府正在抓紧研究和制定珠三角经济区规划战略.其二,是珠江三角洲经济区与广东其他经济区域间的发展缺乏必要而有效的协调措施,致使珠三角经济区与欠发达地区的不平衡发展态势近年来持续加剧.比较而言,这一方面问题却远未获得广东各界的高度重视.至今为止,广东理论界和决策界还没有充分认识到珠三角经济区与广东欠发达地区发展中的严重不协调现状,及其对广东经济保持持续高速增长的现实重要性.
