Fushun War Criminals Management Institute was founded after the founding of new China to reform the Japanese war criminals and other agencies of war criminals. In July 1950, the war criminals administration detained 13 of the 969 Japanese war-infiltrated war criminals and other domestic units handed over to China from the former Soviet government.
