1920年7月,滕凤谦出生在河北迁安,中学就读于天津,后入北京师范大学工艺系,1946年毕业。新中国成立后,滕凤谦先到中央手工业管理局工作,之后当过中学教员,做过舞台美术,后又在中央工艺美术学院任教。为中国美术家协会会员。1984年,滕凤谦患食道癌病逝于北京,享年64岁。滕凤谦从小喜欢搜集各种民间小玩具,面塑、泥模子等,在家里到处可见。不仅如此,他对手工技艺也有着异常的天分,没事就琢磨,或者干脆动手做,觉得不满意会一再改进。例如,滕凤谦对蜡染做的技术性改进是顺理成章的。
