Old general Peng Shengbiao was born in 1909 in Changting County, Fujian Liangkeng Township, a paper-making family. In 1927 March to participate in the Red Army of Chinese workers and peasants, in November the same year to join the Chinese Communist Party. In the period of the War of Resistance Against Japan, successively served as the political commissar of the New Fourth Army, the political commissar of the New Fourth Army, the deputy political commissar of the Yanjiang Detachment, and the seventh minister of the New Fourth Army. During the Liberation War, he successively served as the political commissar of the forty-seventh division of the East China Field Army and the political commissar of the first 0th division.
