回族职业教育与宁夏回族地区社会经济的发展和回族学生的就业前景息息相关,其发展历来是宁夏教育事业发展的重要组成部分,也是宁夏实施《民族区域自治法》的重要内容。本文以宁夏8所高等职业院校为典型案例,对其教育财政投入机制进行研究,客观地阐述了近年来宁夏回族高等职业教育的发展状况,重点分析了宁夏回族职业教育投入机制中仍然存在的“财政性教育经费投入总量不足、管理机智不健全、使用效益较低”三大问题,提出适合宁夏回族职业教育实际情况的应对措施,认为应从“加大投入力度,优化管理体制、改善拨款模式、创新投入机制、改进办学模式,健全监督机制”六方面着手,充分发挥“教育财政自治权”的政策优势,挖掘回族自治地方的优势和潜能,因地制宜、扬长避短,发挥回族自治地方人民积极性和创造性,切实有效地改进回族地区职业教育财政投入机制,提高回族地区的职业教育发展水平,为回族职业教育的发展提供理论上的借鉴和参考。
