当前,人们对企业效绩评价定位不准,意义认识不够,认为其仅仅是作为政府部门加强企业管理的一种工作,因而实际工作中企业效绩评价仍未引起各方面的足够重视和应有的支持。笔者认为,企业效绩评价是在社会主义计划经济向社会主义市场经济转轨过程中,与国际惯例接轨的,按照政企分开以及保障国家所有权、落实企业经营权的要求,加强企业及国有资本金监管,融服务与管理于一体的新的管理制度,是转变政府职能后加强政府对企业调控及管理的新的方式。因此,企业效绩评价不仅仅是国有资本金评价,也不仅仅是企业经营效益考核,更重要的是社会主义市场经济新的体制和政企分开新的形势下,履行政府社会经济管理职能和国有资产所有者职能的新的管理方式,也是促进建立企业激励与约束机制的重要手段。

Therefore, the evaluation of enterprise performance is not only the evaluation of state-owned capital, nor is it just the evaluation of business efficiency, but more importantly, the new system of socialist market economy and the separation of government and enterprises from the new situation, to fulfill the government's social and economic management functions and The new management of the functions of the owners of state-owned assets is also an important means of promoting the establishment of an incentive and restraint mechanism for enterprises.
