一、幾年來我省普遍開展了爱國農、林生產運動,實行了獎勵勞動模範的政策,發揮了農林業增產的巨大潛力,交流與推广了群众的先進生產經驗,克服了幹部和羣眾的某些保守思想。但由於各地對培養勞模工作重視不够,未能從長年培養着手,致使獎勵勞動模範政策貫徹不够。今年是實現國家經濟建設第一個五年計劃具有决定意義的一年,必須進一步鼓舞和發揮廣大農民的勞動熱情,依靠互助合作,爭取完成和超額完成一九五五年農業生產計劃。去参今春以來,全省新建了一萬三千個農業社,互助組也有了很大的發展,加以‘三定’政策的貫徹,都刺激與鼓舞了農民羣眾的社會主義勞動
