由于我国军队的任务范围一直在扩大,我国军队的管理工作同时面临着难得一遇的好时机和严峻挑战的双重考验。目前来看,部队基层管理工作的现况离能够完成更多任务更广范围的使命要求还相距甚远,思想观念太过于传统、管理体制过于苛刻死板、管理方式的不科学手段的不先进等,都牵制了军队基层建设的全面发展。因此军事管理的创新是我国军队发展的必然要求。面对世界新军事变革的浪潮,我们必须加速推进具有中国特色的部队管理改革。
