渭南地区农村人口数占全区人口总数的88.41％,基本上还是属于农业区。在着力抓好农村卫生工作过程中,经费资源不足是我们面临的一大困境。1990年全区卫生事业经费支出1670.10万元,占全区财政总支出的3.48％。卫生事业经费支出中,乡镇卫生院经费429.50万元,仅占支出总数的25.7％,对村级卫生组织无分文投入。为了摆脱这一困境,使农村卫生事业发展有坚实的经费资源基础,解决好农民医疗
The number of rural residents in the Longnan region accounts for 88.41% of the total population in the region, which basically belongs to the agricultural area. In the process of focusing on rural health work, the lack of funding resources is a major dilemma we face. In 1990, the expenditure on health services in the entire region was 16.701 million yuan, accounting for 3.48% of the total financial expenditure of the region. Of the expenditures on health services, the funds for township and township hospitals were 4.295 million yuan, which accounted for only 25.7% of the total expenditure. There was no penny investment for village-level health organizations. In order to get rid of this dilemma, the development of rural health care has a solid foundation of funds and resources and a solution to the medical treatment of farmers.
