In order to enhance its economic and military strength, the Soviet Union tried very hard to introduce various advanced science and technology from the United States. Of particular note was the introduction of advanced U.S. computers. In response to this need of the Soviet Union, the United States regards the export of computers to the Soviet Union as one of the bargaining chips for political transactions and hopes to use “sweetness” to draw Soviet appetite and pursue a strategy of “detente.” When the Soviet authorities jailed a dissident such as Kim Tae-borg last year, the U.S. government staunchly held a hard-fisted attitude toward the Soviet Union and refused to approve the U.S. control instrument company’s sale of the advanced cyber-computer to the Soviet Union. In the first half of this year, when the Carter administration was eager to reach an agreement on the restriction of strategic arms with the Soviet Union, it re-decided to agree to sell electricity to the Soviet Union
