基层领导干部直接面对人民群众,处于调处社会矛盾的最前沿。本文从加快经济发展、保证社会开放和公平竞争、处理好公平与效率的关系、加强民主与法治以及落实科学发展观等五个方面,对提高基层领导干部构建和谐社会的能力进行了阐述。
The leading cadres at the grassroots level directly face the masses of the people and are at the forefront of mediating social conflicts. This article elaborates on how to improve grassroot leading cadres’ ability to build a harmonious society from five aspects: accelerating economic development, ensuring social openness and fair competition, handling the relationship between fairness and efficiency, strengthening democracy and rule of law, and implementing the scientific concept of development.
