全省奔小康经验交流会以后,大江南北掀起了抢抓机遇、真抓实干,加快步伐奔小康的热潮。如皋市有145万人口,人均耕地8分多地,全市50个乡镇中有29个属黄桥革命老区,其中95％以上是高沙土地区。作为经济基础比较薄弱,人口众多的农业大县,如何实现跨越式发展、加快奔小康进程?我认为,关键是要进一步解放思想,更新观念,发挥优势,拓展思路。 要在这里强调的是,必须走出思维的误区。 一是打破靠农业不能达小康的思维定势,确立靠发展大农业也能致富奔小康的观念,过去人们总认为发展农业只能解决温饱,不能实现小康。实践证明,发展农业同样可以富市富民,加快奔小康进程,关键在于跳出传统农业的圈子,大力发展市场农业、现代化大农业。要改变发展农业只要达到自给自足的观念,立足本地资源,充分利用农业的基础优势,加大对农业的投入,推广作物的连片种植,提高生产的机械化程度,向集约化、专业化、规模化发展。要冲破小生产观念的束缚,发展农业不只是传统意义上的种植业,而是着眼于发展现代化大农业,拓宽产业领域,向生产的深度和广度进军,把发展多种经营作为一个重点来抓,按照贸工农一体化的要求,围绕大市场,组织大生产,发展大流通。要克服农副产品附加值低的思想,以市场为导向,优化农业结构,大力发展贸工农一体化?
