近几十年来在世界范围内形成了一个管理的热潮.在我国,随着四化建设的发展,各行各业也都在强调管理,到处都在谈论管理.如企业管理、科技管理、人力管理、人材管理等等.可见,管理是任何组织活动的一个不可缺少的组成部分.没有管理就没有经济的发展,也就没有社会的进步.那么,如何理解管理的科学含义和它的基本内容?学术界争论了500多年,至今仍然是众说纷云.有些管理学家认为,现代管理有八个基本要素,可分为两类:第一类是三个管理手段——机构、法和人;第二类是五个管理内容——人、财、物、信息和时间.在这众多的要素中,究竟应该以那一个要素的管理为核心呢?
