在我区体育事业发展过程中,一直存在着群众体育和竞技运动哪个为工作重点的问题。加上近几年我区竞技运动不景气更加深了上述矛盾的尖锐性,社会各界议论颇多,从事体育的工作者也多有疑虑。出现了:“没有运动队要你体委干啥”的观点,虽然这个观点被否认,但也不无它的道理可在。如何看待群众体育与竞技运动的地位,怎样深入阐明普及与提高的关系,已是一个事关全局,事关我区深化体育机构设施改革和发展战略的问题。因此,以社会主义初级阶段理论为指导,总结历史经验,剖析我区体育的发展环
