自省府六月二十六日發出‘關於建立工作報告制度的規定’以後,两個月來,各專、縣級政府,有四分之一以下,能適時的寫來了七月份的工作總結報告和八月份的工作計劃和工作報告,這些報告,都有它一定的內容,看出了他們工作當中的一定的成績,但一般的,都還祇是一些現象的羅列,缺乏着深入的檢討和總結,特別沒有從這種總結當中,找出主要的經驗和教訓,求得工作的逐步的提高。因此,我們特別選登了克。希遠列夫的這篇論文,希望各级政府的領導同志,仔細閱讀這篇文章,聯系實際,聯系工作,組織討論,學會總結實際工作經驗,把我們的工作提高一步,把總結報告寫得更好。
