自中央政府简政放权以来,地方政府自主性不断扩大,在地方发展过程中所扮演的角色也越来越多,接踵而来的问题也纷繁复杂。文章主要从地方政府两级代理人角色及其自利性两个方面探讨地方政府在治理过程中出现的问题及解决措施。
Since the decentralization of power by the Central Government, local governments have been expanding their autonomy and playing more and more roles in the process of local development. The ensuing problems are also complicated. The article mainly discusses the problems and solutions of local government in the process of governance from two aspects: the agent of local government and its self-interest.
