为了提高社会生产力,解决我国资源短缺和农业劳动力转移的问题,党中央在总结我国九年改革经验和吸取国外发展现代化工业经验的基础上,作出了沿海地区经济发展的战略决策。这个战略决策对扭转我国目前经济格局中一端是有机构成很高的重工业,一端是有机构成很低的农业的二元化格局,尽快解决老工业基地进行技术改造的资金困难,完成农业劳动力向工业转移都将产生深远的影响。实施沿海地区经济发展战略还有利于缓解沿海与内地之间在原材料和产品市场之间的矛盾。为了实施这个发展战略,我们必须对外贸、金融、计划、物资和税收体制进行有计划的全面改革,以适应沿海加工工业“大进大出”、“两头在外”的需要。
In order to raise social productivity and solve the problem of the shortage of resources and the transfer of agricultural labor force in our country, the Central Party Committee made strategic decisions on the economic development of the coastal areas on the basis of summing up the experience of China’s reform in the past nine years and drawing on the industrialization experience of developing foreign countries.
