百年大计,教育为本,发展教育,师资为本。针对当前中小学教师队伍建设中存在的问题,近日来,民进宝鸡市委员会组织部分政协委员在本地区开展了调查。在调查中发现,各级政府舜口教育行政部门、教育教学单位,在教师队伍建设方面做了许多工作,取得了一定成效。但与此同时,制约和阻碍教育事业发展和教师队伍建设的新旧矛盾更为突出,教师队伍建设方面一些原有的问题没有从根本上解决,又出现了不少新的困难和问题。具体表现在:一是教师队伍总体数量不足,临时代课教师减而复增,其原因是各县中、小学普遍反映教师少,农村和边远贫困山区教师缺员尤其严重。为了保证教学急需,不得不聘用临时代课教师,由此造成大量临时代课教师涌入教师队伍;二是教师队伍的整体素质还不能完全适应素质教育的要求。学科结构、职务结构失衡。高中语文、数学、物理、英语,农村小学体、音、美以及信息技术教育等学科教师紧
