减员分流,是当前企业职工关注的热门话题,也是国有企业所面临的新课题。位于河西走廊的武威铁路分局张掖工务段,面对减员分流的新课题,克服困难,单位、个人双轮驱动,分流提效取得成效。张掖工务段现有职工1036人,承担着兰新铁路428公里线路、497座桥涵、57处道口的维修养护任务。过惯了太平日子的职工,总认为守着铁路有饭吃,谁也不愿意分流。面对分流压力,段党政一把手带领班子成员反复论证,精心策划,打响了分流提效的攻坚战。一是在投资少、见效快的项目上搞突破,兴办实业。在段行政的大力支持下,工会技协筹资13万元,开办了餐厅、家电和汽车维修部,提供工程技术咨询服务,分流职工15人。二是眼睛向外,拓宽市场,组建了施工队,承建了312国道一级公路2公里路面和4座桥涵工程。三是清理临时用工,停止民工使用,由60人组成的综合施工队,承担了全段的线路大修、中修等各类工程,实行计件工资,多劳多得。去年职工的月工资收入平均增加200多元。过去长期雇用临时工给沿线工区送菜,现由两名职工取而代之。四是坚持自主经营,独立核算,自负盈亏,个人承
