东府[2012]157号各镇人民政府(街道办事处),市府直属各单位:现将《东莞市公立医院改革试点实施意见》印发给你们,请认真贯彻执行。东莞市公立医院改革试点实施意见为积极稳妥推进我市公立医院改革工作,根据《中共中央国务院关于深化医药卫生体制改革的意见》和《关于印发公立医院改革试点指导意见的通知》(卫医管发[2012]20号)精神,结合我市实际,制定本实施意见。一、指导思想和基本原则
