顺义县位于北京市东郊,距市区约30公里,拥有48万人口,是我国著名的产粮大县。1988年12月,我走访了顺义县档案馆,下面是我的采访记实。 一、档案工作发展和机构演变 顺义县档案馆的前身是由中共顺义县委机要收发室和顺义县人民政府收发室逐步演变合并而成的。建国初期,县委与县政府对这项工作很重视。分别设立了机要室,并明确规定以机要室兼档案室。1960年2月,顺义县委和县政府根据中共中央《关于统一管理党,政档案工作的通知》和国家档案局《县档案馆工作暂行通则》两个文件的精神,正式决定建立顺义县档案馆,并配备专职档案干部3人。县档案馆成立后,对政府及县委的全部档案进行了鉴定,分出不同的保管期限加以保管。档案馆还负责对下属单位档案工作的业务指导,为全县档案工作的发展作出了贡献。 “文革”开始后,档案工作机构被撤销,档案干部被调离,全县的档案工作陷于停顿。10年间,全部档案在人防地下室受着潮湿、风沙的侵蚀,档案文件受到了极大的损坏。
