本文从铸造行业现状、专业化途径、扶植政策等三方面进行叙述,并根据作者从事铸造专业化工作的体会和听到的一些议论,提出我国铸造专业化应该遵循“结合国情、注意效益、形式多样,稳步发展”的方针。据1980年四十一个工业城市调查,共有铸造厂点6750个,产量438万吨,由此推算我国铸造厂点约20000个,产量800万吨。这些厂点主要由从属于大型骨干企业中的铸造车间(分厂)、各工业城市的铸造专业厂和县镇工业中的铸造厂点三部分组成。结合国情就是要根据上述不同情况,采取不同的对策。第一类厂点已基本具备专业化生产基础,待时机成熟即可划出成立铸造专业厂;第二类厂点应在“六五”期间撤点集中,及在技术改造基础上,继续给予扶持,提高竞争能力,改善处境,巩固地位;第三类厂点则要利用市管县有利体制,纳入规划择优定点,控制盲目发展。对铸造专业化的扶植政策,文中着重指出应在技改资金、原材料供应、铸造价格及税收等方面,进一步制订有利于专业化生产的政策和优惠措施。
Based on the author’s experience in foundry specialization work and some discussions he heard, this paper argues that the foundry specialization in our country should follow the principle of “combining the national conditions, paying attention to the benefits and the forms Diverse and steady development ”approach. According to a survey conducted in forty-one industrial cities in 1980, a total of 6750 foundry sites were produced, with a total output of 4.38 million tons. From this, about 20,000 foundry sites in China were planned and the output reached 8 million tons. These factories mainly by the subordinate to the large backbone enterprises in the foundry (branch), the industrial city of casting professional factory and the town of industrial foundry point in three parts. Combine with the national conditions is to take different measures according to the above different situations. The first type of factory has been basically equipped with specialized production base, when the time is ripe to draw up foundry professional factory; second type of factory should be in the “Six Five” during the withdrawal of focus, and on the basis of technological innovation, continue to give Support, improve competitiveness, improve the situation, consolidate the status quo; the third type of factory site will use the county management system, into the planning of preferential selection and control blind development. On the specialization of foundry policies, the paper emphasizes that further policies and preferential measures favoring specialized production should be further formulated in the areas of technical funds, raw material supply, foundry prices and taxes.
