我国矿产资源的开发利用并没有给资源禀赋地同步带来经济、社会和生态效益的增长,这与我国矿产资源开发生态补偿机制的制度缺陷有密切关系。需要通过强化矿产资源立法,完善矿产资源生态补偿制度,引入市场机制理念,完善矿产资源产权制度,引入生态补偿理念,改造矿产资源开发税费制度来完善。
The development and utilization of mineral resources in our country did not bring economic, social and ecological benefits to the endowment of natural resources, which is closely related to the institutional defects in the ecological compensation mechanism for the exploitation of mineral resources in our country.
