改革开放以来,在工贸双方的共同努力下,我国纺织品出口以年平均增长16%的速度发展。目前出口纺织品折纱量约900万件,占全国总产量三分之一以上,居世界第1位。但创汇总额仅居世界第5位,吨纤维制品创汇只及发达国家一半左右。造成这种状况有产品技术水平低、质量差、竞争力不强等因素,纺织品出口体制不合理也是一个重要原因。本文试图运用马克思关于资本循环和周转的原理分析和探索我国纺织品出口体制改革的路子。
Since the reform and opening up, under the joint efforts of both industry and trade, China’s textile exports have grown at an average annual rate of 16%. At present, the amount of textile yarns to be exported is about 9 million pieces, accounting for more than one-third of the country’s total output, ranking first in the world. However, the total amount of foreign exchange earned only ranks fifth in the world, and the exchange of tons of fiber products is only about half of that in developed countries. This situation has resulted in factors such as low product technology level, poor quality, and weak competitiveness. The unreasonable textile export system is also an important reason. This article attempts to use Marx’s principle of capital cycle and turnover to analyze and explore the path of China’s textile export system reform.
