现代化的工业建设规模庞大,分工很细,各部门之间的配合错综复杂,因此,在施工组织管理中应用现代科学管理技术是非常重要的。为了解决施工组织管理中出现的各种问题,世界先进工业国家都运用运筹学、信息论、控制论、电子计算技术来组织现代建筑工程的施工,从而达到科学的控制和管理。它是从全局而不是从局部观点来组织和安排劳动力、材料、建筑构件和设备,以期最经济、最有效地组织施工。在施工组织管理中应用电子计算机可以迅速运算和处理大量数据,举凡总体计划的编制、施工进度的安排、各工序的衔接、施工作业计划的制订,定额、成本计算和质量检验均由电子计算机处理,因此,能及时而准确地为施工管理部门提供对各项管理工作的评价、分析和判断的依据,以掌握全工程的施工动态。但是,我们在科学化、现代化施工组织管理方面至今还缺乏较为成熟的经验。为了尽快地实现四个现代化,理应认真研究国际上的先进经验,结合我国具体情况,在基本建设体制改革逐步完善的基础上,实行科学化、现代化的施工管理,以纠正按“长官意志”、单纯行政命令和小生产习惯势力组织施工的现象。
Modern industrial construction has a large scale, the division of labor is very detailed, and the cooperation between various departments is complex. Therefore, it is very important to apply modern scientific management techniques in construction organization and management. In order to solve various problems in construction organization and management, the world’s advanced industrial countries use operational research, information theory, cybernetics, and electronic computing technologies to organize the construction of modern construction projects so as to achieve scientific control and management. It organizes and arranges labor, materials, building components, and equipment from a global perspective rather than from a local perspective in order to organize the construction most economically and efficiently. The application of electronic computers in construction organization and management can quickly calculate and process large amounts of data, including the formulation of overall plans, the arrangement of construction schedules, the connection of processes, and the formulation of construction work plans. Quota, cost calculation and quality inspection are all handled by electronic computers. Therefore, it can timely and accurately provide the construction management department with the basis for evaluation, analysis and judgment of various management work, so as to grasp the construction dynamics of the whole project. However, we still lack mature experience in scientific and modern construction management. In order to realize the four modernizations as soon as possible, it is necessary to seriously study the advanced experience of the world, combine the specific conditions of our country, and implement a scientific and modern construction management based on the gradual improvement of the reform of the basic construction system so as to correct the will of the senior officials. Pure administrative orders and small production habits organize the phenomenon of construction.
