“西部大开发”可以说是去年来在媒体上出现频率最多的字眼。透过“西部大开发”诸如“政策倾斜”、“巨额投资拉动”、“东西部技术资源互补”等的谈论,却很少读到有关“东、西部大开发”存在诸多不同方面的文字,更少读到因许多不同因素而必须“因地制宜”地制订有别于东南沿海大开发,即我国“第一个大局”中的富有针对性的开发措施。现在有一句很流行的话:“只有西部经济的崛起之日才是中华民族崛起于世界强国之林之时吗?”毋庸置疑,西部大开发将给中国经济发展带来又一重大影响,但问题是如何开发,如何根据东西部不同的地理、心理、时代、环境等差异,来制订我们的开发思路和开发对策。对此,笔者略有
