党的十六届四中全会从加强党的执政能力建设的角度,明确提出, 把构建社会主义和谐社会作为党执政的重要目标,并把和谐社会建设放到与物质文明、政治文明和精神文明建设相并列的突出位置,号召全党不断提高构建社会主义和谐社会的能力,这是一个具有时代性、战略性的重大决策。本期“特别策划”栏目组编一组文章,从多个层面对如何构建和谐社会作了阐述。
