社会主义新农村建设是一个综合系统工程,而农村法律援助是实现依法治村、促进社会主义新农村建设的一项重要手段,是维护农民权益的重要体现。河南省农村实际生活中出现了大量的法治需求,广大农村发展面临着许多亟待通过法律手段解决的新情况和新问题。然而,法律援助机制在河南省农村的实际运作中存在着一些不容忽视的问题和薄弱环节。因此,加强和改进河南省农村法律援助工作,进一步完善农村法律援助制度对河南这个农业大省来说,意义尤为重要。
The construction of a new socialist countryside is a comprehensive systematic project. However, legal assistance in rural areas is an important means of governing the village according to law and promoting the building of a new socialist countryside, and is an important manifestation of safeguarding the rights and interests of peasants. A great deal of rule of law needs emerge in the actual life of the rural areas in Henan Province. The vast rural areas are faced with many new situations and problems that are urgently to be solved by legal means. However, there are some problems and vulnerabilities that can not be ignored in the actual operation of legal aid mechanism in rural areas of Henan Province. Therefore, to strengthen and improve the rural legal aid work in Henan Province and further perfect the rural legal aid system is of great significance to Henan, a big agricultural province.
