从一些乡镇现金的管理使用现状看,存在一些问题。如超限额、超范围提取、使用现金,未充分发挥零余额账户的监管作用,坐收坐支或利用项目工程套取现金,变相违规使用现金,现金记账不及时等。存在这些问题的原因主要有:受外部环境的影响、经办人员业务水平不高、领导财经意识淡薄、监督不到位等。为此,各乡镇应加强对现金的管理,完善现金管理制度,建立现金盘点检查制度,改善支付环境,加强监管平台的监管,堵塞资金安全漏洞,降低现金管理风险。
