改革开放三十年以来,社会主义市场经济得到飞速的发展,人民生活水平显著提高。然而在物质生活水平得到提高的同时,贫富之间的差距也越来越大,因此“效率优先,兼顾公平”的社会政策取向受到了质疑。党的十七大报告作为划时代的政治宣言书,对公平与效率的关系进行了新的定位,标志着我党对公平与效率关系认识的一个重大转折。
Since the reform and opening up for 30 years, the socialist market economy has witnessed rapid development and the people’s living standard has risen significantly. However, while the material standard of living has been raised, the gap between the rich and the poor has also been growing. Therefore, the social policy of “giving priority to efficiency and giving consideration to fairness” has been questioned. As an epoch-making political declaration, the report of the 17th CPC National Congress has taken a new position on the relationship between fairness and efficiency and marked a major turning point in our understanding of the relationship between fairness and efficiency.
