广大农民能否享有包括医疗保障在内的各项社会保障,既是民生问题,今年年初,《中共中央国务院关于进一步加强农村卫生工作的决定》中,为解决农村因病致贫、因病返贫的问题,明确规定实行农村新型合作医疗制度,并第一次在资金上予以财政补助。必须承认,尽管中央及各级政府对农村、农民的社会保障问题都有新的认识和解决的决心,但经济依然是重要的制约因素。但对广大人民群众的关心爱护,对他们的幸福和健康的重视,永远是比经济因素更重要的因素。过去的经验已经充分证明了这一点。
Whether the broad masses of farmers can enjoy various social guarantees, including medical insurance, is not only a matter of the people’s livelihood. At the beginning of this year, the “Decision of the Central Committee of the Communist Party of China and the State Council on Further Strengthening Rural Health Work” solved poverty in rural areas and caused people to return to poverty due to illness. The issue clearly stipulates the implementation of a new rural cooperative medical system and grants financial subsidies for the first time. It must be acknowledged that although the central government and all levels of government have a new understanding of the social security issues of rural areas and farmers and their resolve to resolve them, the economy is still an important constraint. However, the concern and care for the broad masses of the people and their emphasis on their happiness and health are always more important factors than economic factors. Past experience has fully proved this point.
