WTO是以政府为主体的国际组织,其规则主要是针对政府的,是用来规范政府行为的。入世首先是政府入世,因此必须要建立一个服务型政府来面对入世带来的机遇和挑战,最大限度地趋利避害。本文针对入世以来政府管理中存在的弊端,就如何创建服务型政府提出了几点建议。
The WTO is an international organization that takes the government as its main body. The rules of the WTO are mainly aimed at the government and are used to regulate the government’s behavior. First of all, since the accession to the WTO, the government has joined the WTO, we must establish a service-oriented government to face the opportunities and challenges brought about by WTO accession and maximize the benefits and avoidance. In view of the shortcomings in government management since the accession to the WTO, this article puts forward some suggestions on how to create a service-oriented government.
