国家卫生计生委日前公布《全国医疗卫生服务体系规划纲要(2015—2020年)》(公开征求意见稿)。规划纲要拟调整医疗卫生资源的布局,提高服务能力和资源利用效率,实现2020年千人口床位数达到6张的目标。规划纲要指出,我国已经建立起了由医院、公共卫生机构、基层医疗卫生机构等组成的覆盖城乡的卫生服务体系。但是,当前医疗卫生资源总量不足,质量有待提高;卫生资源布局结构不合理,影响卫生服务提供的公平与效率;医疗卫生服务体系没有建立合理的分工协
National Health and Family Planning Commission recently released “National Health Service System Plan (2015-2020)” (public comment draft). The outline of the plan proposes to adjust the layout of medical and health resources, improve service capacity and resource utilization efficiency, and achieve the goal of 6 beds per thousand by 2020. The outline of the plan points out that our country has established a health service system covering urban and rural areas composed of hospitals, public health agencies, grass-roots medical and health institutions and so on. However, the current total amount of medical and health resources is insufficient and the quality needs to be improved; the layout of health resources is irrational and affects the fairness and efficiency of health service delivery; and the medical and health service system has not established a reasonable division of labor
