根据《化学品首次进口及有毒化学品进出口环境管理规定》(环管〔1994〕140号)、我国已批准加入的《关于在国际贸易中对某些危险化学品和农药采用事先知情同意程序的鹿特丹公约》附件三名单的调整,以及国家税则税目海关商品编号调整情况,现修订发布《中国严格限制进出口的有毒化学品目录》(2014年)。凡进口或出口上述目录中有毒化学品的,应向环境保护部申请办理有毒化学品进口环境管理登记证和有毒化学
According to the Regulation on the Environmental Import and Export of Chemicals for the First Time and the Import and Export of Toxic Chemicals (Circular [1994] No. 140), China has ratified the "Procedure for the Prior Informed Consent of Certain Hazardous Chemicals and Pesticides in International Trade (2014), the list of Annex III chemicals under the Rotterdam Convention and the adjustment of customs commodity numbers under the national tariff heading are revised and promulgated. The Catalog of Toxic Chemicals Strictly Restricted on Import and Export in China (2014) is revised and promulgated. Where the import or export of toxic chemicals in the above catalogs shall be submitted to the MEP for the registration of the registration certificates of the environmental management of the import of toxic chemicals and the toxic chemical
