元数据对政府公开信息的描述、发现和管理有着极其重要的作用。公共图书馆在政府公开信息元数据研究方面有着极大的优势和责任。文章以中国政府公开信息整合服务平台的信息资源为例,分析政府公开信息的元数据结构,并尝试提出12个元数据字段。然而,研究发现在元数据的语义、编目和维护等方面存在着一些问题。强化分类系统建设、提升技术,机器和人工相结合,加强合作与交流等措施,可以解决目前存在的问题,并深入对政府公开信息元数据的研究,加强对政府信息资源的描述和发现,进而完善公共图书馆的政府信息服务工作。
Metadata plays an extremely important role in the description, discovery and management of government open information. Public libraries have great advantages and responsibilities in government open metadata research. Taking the information resources of Chinese government’s open information integration service platform as an example, the article analyzes the metadata structure of government’s open information and tries to propose 12 metadata fields. However, the study found some problems with the semantics, cataloging and maintenance of metadata. Strengthening the construction of the classification system, enhancing the combination of technology, machinery and labor, and strengthening cooperation and exchange can solve the existing problems and further study the government’s open information metadata and strengthen the description and discovery of government information resources.
