和煦的春风吹拂着浦江两岸,一年一度的全国社会保险局长工作会议3月23至25日在上海召开。这次会议是在党的十五届四中全会、中央经济工作会议和九届人大三次会议对劳动保障工作提出了新的要求的背景下召开的。会议总结了1999年的工作,分析了社会保险面临的新形势,按照劳动保障部对今年工作的部署,围绕建立完善独立于企业事业之外的社会保障体系的目标,提出了贯彻落实的具体措施。
