以众包的方式让广大网络民众参与应急信息的管理工作是一种新型的模式,探索合理的应急信息管理众包参与者选择模型将有助于在新模式中更加有效地从广大网络民众中筛选出合格的众包参与者。基于胜任力的成熟理论,运用行为事件访谈法确定应急信息管理众包参与者的胜任力词典,通过调查问卷收集数据并综合运用探索性因素分析和验证性因素分析得出稳定的胜任力结构,进而构建出应急信息管理众包参与者选择模型。研究结果表明,道德品质、知识技能、动机与定位、个人素质这4个方面共20种个人特征可用于筛选合格的应急信息管理众包参与者,而事件相关知识、空余时间和地理位置则可作为辅助条件在筛选过程中参考。
It is a new model that crowdsourcing people to participate in the management of emergency information in the way of crowdsourcing. The results show that there are 20 kinds of personal characteristics in the four aspects of moral quality, knowledge and skills, motivation and positioning, and personal qualities, which can be used to screen qualified emergency information management crowdsourcing participants.
