按照国家防总、水利部、财政部的部署和要求,禹州市实施了以建设监测预警系统、强化群测群防体系、完善防御预案、宣传防御知识、提高全民防灾避灾意识等非工程措施为主的建设,起到了有效防御山洪灾害,改变山洪灾害日趋严重的局面,减少人员伤亡和财产损失,尤其是将有效减少今后灾害发生时群死群伤事件的危害。
