运用系统工程理论,借助数值计算软件,建立了应急指挥信息沟通25种影响因素多层递阶解释结构模型,理清影响因素之间的逻辑关系和层次脉络,模型揭示了经验不足、信息滞后、沟通渠道单向、反馈渠道不畅等表层因素,信息遗漏、噪音干扰过多、沟通路径过长、信息共享度低、新闻媒体介入失误等中层影响因素,以及利益集团冲突、监督考核机制缺乏等底层关键因素,并依据模型提出针对性策略,最后以青海玉树地震为例实证分析。
Using system engineering theory and numerical calculation software, a multi-level hierarchical structure model of emergency command information communication is established to clarify the logical relationship and hierarchy of influencing factors. The model reveals that lack of experience, information lag, One-way communication channels, poor feedback channels and other superficial factors, information omissions, excessive noise interference, long communication channels, low information sharing, media intervention errors and other middle-level influencing factors as well as interest group conflicts and lack of supervision and examination mechanisms The key factor in the bottom layer, and puts forward the specific strategies according to the model. Finally, an empirical analysis of the Yushu earthquake in Qinghai Province is taken as an example.
