我省“三北”防护林体系的建设工程,在中央和省委的领导下,经过“三北”地区人民的积极努力,截至一九八一年春为止,已完成造林二百四十多万亩,完成我省第一期工程量的百分之四十。一九八五年,可按国家要求,如期完成第一期建设工程计划。这是十分可喜的。但是,在营造施工过程中,有几个问题是应引起注意和重视的,现提出来供参考:
