治理开发北江的关键工程——广东省飞来峡水利枢纽,是投资高达52.9亿元的大(1)型水利工程,资金来源以地方投资为主体。1994年10月工程开工后,由于国家政策调整、材料价格上涨、水库淹没实物指标变化和补偿标准提高、局部设计变更、引进外资购置进口设备、贷款增加和利率提高等原因,致使国家原批准的总概算已不能满足工程需要。如何合理地确定工程投资,从资金上保证“6年工期5年完成”的总进度目标,为政府主管部门筹措建设资金、为业主控制工程投资和成本提供可靠依据,是修改概算要解决的核心问题。
