在2030年以前新疆、青海、甘肃、宁夏四省(区)从西北地区可利用的水资源量来看是可以满足发展中需水要求的。其中陕西的关中2010年和2030年存在一定程度的缺水,可通过节水措施和开发利用秦岭北侧山区地表河流的水资源加以解决。西北地区水资源开发利用必须加强科学管理,统一规划,合理开发利用水资源。西北地区在2030年以前通过科学管理、节约用水和统一规划等措施,水资源供需矛盾问题可通过区内冰雪水、地表水和地下水合理调配解决,不必要跨大流域远距离调水。
By 2030, the four provinces (autonomous regions) in Xinjiang, Qinghai, Gansu and Ningxia, in terms of the amount of water resources available in the northwest, can meet the demand for water under development. Among them, there is a certain degree of water shortage in Guanzhong of Shaanxi Province in 2010 and 2030, which can be solved through water-saving measures and exploiting and utilizing water resources of surface rivers in mountainous areas on the northern side of Qinling Mountains. The development and utilization of water resources in Northwest China must strengthen scientific management, unified planning, and rational development and utilization of water resources. Northwest China adopted scientific management, water conservation and unified planning before 2030. The contradiction between supply and demand of water resources can be solved through the rational allocation of ice, snow, surface water and groundwater in the region without the need of long-distance water diversion across the large river basins.
