中国历史上,凡是想稍微有点作为的君主,差不多都要把反贪污作为其长治久安之一策,而且反起贪污来,手段往往都很严厉。然而,从反贪污的连续持久、坚决彻底这一点上说,都比不上宋太祖赵匡胤。从《宋史·太祖本纪》和《续资治通鉴·宋纪》等史书上可以看出,赵匡胤在位十六年除了即位的当年建隆元年(九六○)忙于接管,没有反贪污的记载——但也有“朝市府库,不得侵掠”的命令——以外,其余的十五年,几乎可说是年年反贪
