一、一条不可行的思路当前,在深化国有资产改革大思路上,存在两种不同的主张。一种主张要坚持国家所有制,继续依“两权分离”思路深化改革;一种主张要改换思路,以产权人格化为主线,彻底改革国家所有制。看来两大思路前者为贵,因为十年国有资产体制改革的成效表明,“两权分离”的改革方向是正确的,而产权人格化却是一条既不能成立又行不通的思路。
I. An Impossible Train of Thought At present, there are two different opinions on deepening the great mentality of reforming state-owned assets. One kind advocates that we should adhere to state ownership and continue to deepen reforms in line with the “separation of powers and two rights.” One idea is to change our thinking, take the personalization of property rights as the main line and thoroughly reform state ownership. It seems that the former two ideas are expensive because the effectiveness of the ten-year state-owned assets reform shows that the direction of the reform of separating the two rights is correct and that the personalization of property rights is an idea that is neither feasible nor feasible.
