对学术论文应如何评定?

近几年来,在评聘专业技术职务的过程中,为了审定学术论文的优劣,不少地区出现了“一级论文”、“=级论文”、“三级论文”的提法。这几级论文是如何划分的呢?其主要根据就是看论文刊载在什么刊物上。于是又把刊物分为一二三级:一级为全国级刊物,二级为省级刊物,三级为地区级刊物。而地区以下的刊物,那自然是“等而下之”的了。显然,这是把学术论文的质量和发表论文的刊物的质量完全等同起来了。应该说,这是不科学的,也是不合理的。
