出票是指汇票、本票、支票的出票人,按照票据法规定的记载事项和方式作成票据并交付的一种票据行为。它是所有票据行为中最重要最常见也是最基本的票据行为。因此,公安机关侦查各种票据案件都要查证票据的出票行为。《银行汇票》出票行为的查证方法银行汇票是出票银行签发的,由其在见票时按照实际结算金额无条件支付给收款人或持票人的票据。查证银行汇票的出票行为,目的在于确认在出票行为中是否存在三种涉嫌犯罪的事实。
