财政部门的目标管理,强调了责权利的统一,它的特点为:一是使各项工作逐步走向系统化、规范化,标准化,具有渐进性.二是目标实施过程中可以形成比、学、赶,帮、超的向上风气,具有竞争性,激励机制强.三是奖罚分明,使岗位责任制得到具体落实.这些特点贯穿于目标管理全过程,因此基层财政部门实行目标管理必须具备下列条件: 第一,实行全员参与管理,贯彻民主集中制原则.从目标的制订到实施,通过信息反馈系统,再到评估,都需全体财政干部职工去贯彻落实,这就决定实行目标管理首先必须实行参与式管理,这种方式,一方面能增强职工的主人翁责任感,调动一切积极因素,另一方面也可以起到纽带作用,维系上下级之间的良好关系,反对官僚作风,使职工对领导,领导对职工相互之间有一种信任感。
